Quantum-statistical theory of the viscosity-reaction-diffusion processes for the system of "metal -- promotors -- adsorbate -- gas" is presented. Generalized transport equations that describe the visco-elastic electron processes in accordance with the diffusion-electromagnetic processes for atoms-promotors (magnetic dipoles) on the metal surface and with the reaction-diffusion processes for atoms, adsorbed on the metal surface in catalytic processes are obtained.
