One has considered the nature of viscous fluidity of the glasses in the context of valence-configuration theory. The processes of defect creation in the lava-like fuel-containing masses are analyzed on the basis of the models of random packed spheres and locally regular clusters. Investigation of the softening temperature of lavas due to thermo-radiation activation of viscous fluidity at the beginning of the disaster on the Unit 4-th of Chornobyl Nuclear Power Plant is carried out.
