Configurational model for quantum statistical description of process of metal ion complex formation in water solution is proposed. Special attention is paid to formation of hydroxocomplexes. Existence of saturation effect which leads to sharp change of ligand concentration in solution. A different way of hydroxocomplex formation due to loss of hydrogen ions from surrounding water molecules. The model is also applied to description of formation of actinide salts.
