The statistical model of the consistent description of particles of the electrolyte and electrode is formulated taking into account the surface effects. Using the method of the nonequilibrium statistical operator for the first time the self-consistent system of the generalized electrodiffusion transport equations which are consistent with average Maxwells equations for electromagnetic fields is obtained.
