The main aspects of the Langevin approach to the theory of fluctuations in plasma are discussed. It is shown that both dielectric response function and correlation functions of fluctuation sources in plasmas (macroscopically agitated included) may be calculated in terms of the Green functions of evolution equation for the phase density fluctuations in the system without self-consistent electromagnetic interaction. Within the framework of this approach the microscopic theory of electromagnetic fluctuations in plasmas is generalized to the case of a turbulent plasma with random fluid-like motion. General relatiouns for fluctuation spectra in the system under consideration are found
